As long as there are several options that appear promising,
there will newer be majority opinion about the best option ...
so it is on the person that is appointed to decide,
to "cut" the confusing situation with a decision
which he has carefully considered and has decided is the best for majority
(you can newer please all people, so you should focus on majority).

Example was when Captain Cook searched for new settlement in the South Pacific ocean.
He was there with 3 ships. As there where many islands that had the requirements
(such as water, wood, place for farming, safe bay for port ...).
The crew was not united ...
When they found an island that would have requirements,
half of the crew would desired to search further in order to "maybe" find a better island ...
At one point when they landed on an island that had requirements,
Captain Cook ordered to burn the ships during the night ...
So situation has changed and from this point on (after initial anger came down),
there was only one way possible and that is to build the settlement on that island ...
Crew was united and much more motivated than before
(as their existence is now depending on that settlement) ...
and the settlement was built successfully and in time!
What would happen if they realised after a couple of weeks,
that there is something wrong with that island ...?
We will never know, but it is responsibility of the leader
to take calculated risk in order to assure progress ...
